Most of the residents on Kingsgrove pay some sort of service charge to the Kingsgrove Estate Management Company for the upkeep of the shared spaces on the estate. This is because Wantage Town Council have decided not to take on responsibility for these type of areas.

In the Wellington Gate estate in Grove, however, these shared spaces are not under the control of a management company and are instead managed by the local council, i.e. Grove Parish Council.

Obviously, Wantage Town Council aren’t the only council nationwide that don’t take on this type of land. As a result, there are a lot of homeowners that have to pay service charges, despite owning the freehold of their house.

HORNet (Home Owners Rights Network) is a campaign group, whose primary focus is to get councils to adopt the land and thus make the service charge irrelevant.

There is currently a petition, organised by a Conservative MP from Bedfordshire, that is looking to highlight some of the main issues of the situation.
